Policy Statement
Vancouver Beijing College of Chinese Medicine (VBCCM) is committed to fostering a safe, inclusive, and respectful learning and working environment, ensuring that all individuals are treated equally and with dignity. We acknowledge that racism, discrimination, and harassment—whether systemic or individual—are not tolerated at this institution. This policy reflects our responsibilities under the British Columbia Human Rights Code and the EQA Code of Practice to uphold student safety, cultural awareness, and equal opportunity.
Scope of Application
This policy applies to:
- All current and future students
- All faculty members, staff, administrative personnel, and members of management
- All contractors, visitors, and volunteers
- All VBCCM physical campus locations, online platforms, clinical practicum settings, and off-campus activities organized by VBCCM
Definitions
Racism: Beliefs, actions, or systems that discriminate against individuals based on race or ethnic background, including overt discriminatory behavior as well as structural or systemic discrimination.
Harassment: Repeated or single instances of unreasonable conduct that cause others to feel offended, humiliated, or threatened, including verbal abuse, sexual harassment, cyberbullying, or the creation of a hostile environment.
Discrimination: Unfair treatment based on race, gender, disability, age, religion, sexual orientation, or other protected characteristics as listed in the British Columbia Human Rights Code.
Institutional Commitment
VBCCM Commit:
- Promote cultural sensitivity, equity, and anti-oppressive practices
- Integrate anti-racism and harassment prevention education into student orientation and staff training
- Publicize this policy and ensure that support pathways are transparent and easily accessible
- Ensure confidentiality and procedural fairness when investigating complaints
Reporting, Investigation, and Resolution
- Incidents may be reported anonymously or confidentially through Student Services or a designated Equity Officer
- All complaints will be promptly assessed using a trauma-informed approach and principles of procedural fairness
- Possible outcomes may include facilitated mediation, referral to counselling services, or formal disciplinary action (such as warnings, suspension/expulsion, or termination of employment)
- Retaliation against anyone who makes a report or participates in an investigation is strictly prohibited and will itself be subject to disciplinary action
Available Support Services
All community members affected by discrimination or harassment have access to:
- Free and confidential counselling services
- Referrals to external community or legal support resources
- Safe reporting channels with cultural and language accommodations
- Restorative justice or mediated resolution mechanisms, where appropriate
Education and Policy Transparency
- The College provides mandatory anti-discrimination and anti-harassment training annually for all faculty, staff, and students.
- This policy is reviewed and updated annually and is published in both English and Chinese on campus and on the official website.
